I tried your utility, yes. The only problem is that the mechanism it uses is unstable, and will occasionally cause a system crash. It won't work with older games (Quake/Quake II) that use an outdated timer function. And some games make use of the system clock, which seem unaffected on my machine. The clock cycle counter's speed increases/decreases, though. Most games use that for timing since it is very accurate and can be used within a standard loop to determine the time passed since the last frame.
It may be useful, but I won't get too excited about it. It causes all kinds of problems with my OS when active.

no problemo! if you got problems than download a live-floppy linux:) (if windows got sucked I use small dog linux, it's fast, has built in scons compiler(C#,C++,Python and some pretty old languages like assembler or PL/1)
