1. In full screen or windowd in 32 bit poly most in 3D mode when you point at the floor sector to move it or texture it ect, it will act like you acctully have the mouse on the walls or the roof. Its like the cross hair isnt where the mouse acctully is.
2. Is there any way to resize the floor and roof textures? instead of just shifting?

Yes, it's well known that Ken's method for object selection in Polymost has some pretty severe flaws. The display exists to tell you what you're actually selecting because last I heard, via e-mail, he has no intention of fixing the problem.

No. Mapster32 is an editor enhancement, not a magic key to unlock nonexistent engine features. This could probably be done if one of the bits in the sector's floorstat and ceilingstat was allocated to control whether the sector's floorheinum and ceilingheinum adjusted texture size or not, but you would lose the ability to slope such a sector.

I think it's probably because the original map editor was created with software classic renderer. On 32-bit polymost renderer it shows different structure, but real effect is the same.

The resizing is not full. When you press E, these textures scale 50%. When you press it again, it becomes normal.
