Does anyone know where to get SLABSPRI.exe? It was included with Shadow Warrior, and since both the SW and SlabSpri sources are released, I don't think it would be illegal to upload the binary.

You are free to compile your own executable from the source code, however I released the source mainly to encourage ports to other operating systems, not to make life easier for freeloaders. That was just an unfortunate side effect that I was willing to live with. I strongly encourage you to buy the game - it's only $20 at the 3D Realms store. Please be aware that it IS in fact illegal to distribute the executable if it originated from the Shadow Warrior CD. I'm probably shooting myself in the foot here, but a good alternative to SLABSPRI is SLAB6.

No, SLAB6 does not support conversion of 2D images to 3D. Here are the other missing features (according to SLAB6.TXT):
I don't plan to implement these things anytime soon, so your best bet is to buy Shadow Warrior. Think about this: Is it easier to pay $20 and get what you want, or nag people until somebody is nice enough to do what you want? Time is money - and I really think the first choice is the best option.
