Slab6 can load .pal files. My question is: what sort of format is this? When I export the palettes of 256-colour gif files using IrfanView, I get a completely random mess of colour when I try to load it with slab6. The same happens with the .pal files of some old games I have. Does anyone know what kind of palette format slab6 understands?

Slab6 can read the following formats:
.DAT,.PAL : palette stored at beginning, range: 0-63
.VOX,.KVX : palette stored at end, range: 0-63
.PCX : palette stored at end, range: 0-255
All formats expect the palette to be in a contiguous 768-byte block, 3 bytes per palette entry, in red, green, blue order. The only widely compatible format is PCX, so that's what I recommend you use. The other formats are my own design. DAT and PAL are my Build PALETTE.DAT format. VOX and KVX are my own voxel formats.

If someone ever needs a small standalone tool for extracting slab6-compatible palettes from 256 color PCX files, let me know it.
